SPR# TSUA7J7BV2 - Prior to this fix, Notes could not be installed from a source location that contained non-ASCII characters in the path. Fixed the URL encoding of the install source location to support encoding of non-ASCII characters, allowing platform provisioning to access the Notes update site.
